Puerto Rico risk pulls Children’s Trust bond prices down, out of line with similar tobacco bonds (pdf) – January 18, 2018

Tobacco bonds are all backed by the same revenue no matter what state or municipality issues them. The difference is in structure. It was interesting that in January 2018 the Puerto Rico tobacco bonds started trading lower than other similarly structured tobacco bonds. It showed bondholders concerns that the bankruptcy commonwealth may try to access those funds.

I’d been covering WIFIA since the Obama administration created it in 2014, so outside of the Environmental Protection Agency I was probably the most excited person when the Trump administration funded the program. It aims to make financing cheaper for water utilities nation-wide, but the new program still has some growing pains to work through.
